One of the most important reports in HR is the operational and strategic job plan.
The operational job plan is used by HR business partners, personnel officers and HR managers in day-to-day business: based on information on surpluses, shortages, inactive employees, etc. this report provides an up-to-date overview of the employee situation (planned positions vs. occupied positions) as part of headcount and personnel structure controlling. The information is generated exclusively from the HR master data.
The strategic staffing plan is an extension of this with a well-structured overview of the most important personnel key figures for managing the workforce in terms of utilisation and workload and as a basis for sound decision-making.
The strategic staffing plan generates and compares not only HR master data (employee FTE) but also time management data (productive FTE), i.e. actual hours. This provides a direct overview of the variance between target and actual hours. The actual hours are described in detail beforehand in the key figures manual and the respective contents are fixed. From this position plan, it can be seen where there is currently a high workload. If the burden of overtime continues, appropriate personnel management measures must be taken or the personnel requirement calculation must be adjusted.
